The Indiana Eligibility Modernization Project

The Indiana Eligibility Modernization Project (IEMP) provides
an opportunity for FSSA to upgrade the processes and
infrastructure that support the delivery of Food Stamps, TANF
and Medicaid services to needy Hoosiers throughout the
state.
The objective of the IEMP is to allow clients better and easier
access to case data, multiple venues for benefit applications,
and more efficient eligibility determination process.
Additionally, IEMP provides a more streamlined and effective
statewide case worker infrastructure to receive and process
client information required to make eligibility decisions.
The IEMP solution was built on a Curam Software platofrm
and was deployed in a phased approach throughout the
State of Indiana with an expected completion date of Q1 of
2012. To deliver this enhanced functionality, the IEMP relies
on the Family Assistance and Care through Technology
Services
(FACTS) system. FACTS is a Curam-based solution that
provides relevant work flow and task management
capabilities.
This solution interfaces collaboratively with other
technologies to deliver a broad-based solution which
includes IVR, Document Management, Call Centers, Service
and Help Centers

ECAM- eChildcare Application Modernization

In 2003, the Family and Social Services Administration
decided to modernize the way that childcare benefits were
distributed to eligible State of Indiana recipients thru the
Child Care and Development Fund Program (CCDF).
Previously, eligible recipients were required to fill out paper
forms at various childcare providers statewide; these forms
then were forwarded by mail to the state for processing.
This process proved to be inefficient, ineffective and
without appropriate financial controls. The physical volume
of mail and the support staff required to manage the
process created a growing problem for FSSA.

Client Services Supporting the State of Indiana

The Indiana Eligibility Modernization Project provided an
opportunity for FSSA to upgrade the processes and
infrastructure that support the delivery of SNAP (Food
Stamps), TANF and Medicaid services to needy Hoosiers
throughout the State. The purpose of the IEMP is to allow
clients better and easier access to case data, multiple
venues through which they can apply for benefits and
more timely eligibility determinations once applications
have been submitted. Further, IEMP provides a more
efficient and effective infrastructure for case workers
throughout the State and in the Central Office in
Indianapolis to receive and process client information and
to make eligibility decisions.
RCR Technology was involved since the project inception
to design, architect, migrate, implement and support the
systems and users of the systems that continue to serve
Hoosiers across the State of Indiana. RCR Technology
continues to serve as a central hub for technology and
business needs while delivering a personalized touch
when dealing with agency end users all contributing
factors to the success of the project to date.
